National Card Payment System Joint Stock Company (NSPK) – the operator of Mir National Payment System – was established on 23 July 2014 and is wholly owned by the Central Bank of the Russian Federation (Bank of Russia).
The NSPK activity is regulated by the Russian Federation Federal Law No. 161 “On the National Payment System”, the National Payment System Development Strategy and the National Card Payment System Concept.
The development of the National Payment System is a key factor in ensuring the sovereignty of the national payment area. The National Payment System guarantees secure and uninterrupted processing of Russian domestic bank card transactions.
Our objectives are to ensure uninterrupted processing of transactions made with the international payment systems’ cards on the territory of Russia and to establish and develop the national payment system.
The NSPK core business includes building of the national card payment system infrastructure and issuance of the national payment card.
As of April 1, 2015 all domestic transactions including those made with international payment systems’ cards within Russia are being processed through the NSPK Operations and Payment Clearing Center.
It is envisaged that Mir national payment card will be accepted everywhere across Russia and will enable cardholders to perform all types of standard transactions: withdraw cash, pay for purchases of goods and services, and make contactless and mobile payments.
